Step trackers are distributed to the people to encourage them to walk around more. This works as an education to the masses to increase their time to do more physical activity.
This is particularly important to countries with aging population and exhibiting high rates of illness like heart diseases.
While the step trackers provide a nudge to people as a reminder to move around, the raw data of the number of steps walked by the people (linked to the app in their mobile phones), their heart rates (for Fitbit users) will be used as data to the government to obtain statistics. These statistics can help them provide better methods in educating people to take better control of their own healths.
